Andrew grew up in Northern Virginia before moving to Austin, Texas. In 2015, he graduated with a Bachelor of Arts in History from the University of Texas at Austin. After graduation he worked in the Texas Legislature.

Andrew attended the University of Wyoming College of Law, graduating with honors in 2024. While in law school, he was a member of Wyoming Law Students for Equal Justice, the Civil Legal Services Clinic, and the International Human Rights Clinic. He also competed on the UW Jessup International Moot Court Competition team.

In his spare time, Andrew enjoys skiing, hiking in the Black Hills, and watching Texas Longhorns football.
